Indolent Imperial in Mor Dhona gone?

Did they retire this guy? Been looking to see if he shows up for a solid week at different times and he is never there. Anyone know what is going on?

I know I just saw him there recently. It was after 3.3, so I don't know what is going on. I will check when I get home from work if you still haven't found him.

He's still there for me. Are you sure you're looking in the right spot (x 11, y 17)?

Yes I went and looked just in case the little TT icon was off for some reason and nothing.
Is he supposed to be there permanently like Rowena or is he on a timer? I need to get his cards and this is just not good.

He's there permanently as far as know. I've never read anything about prerequisites to make him show up or a timer.
Edit: He's also there for one of my low level alts so it probably isn't locked by story completion either.

the icon only shows up for NPCs you have never beat bevor. if you beat him once the icon is gone.

He's just a lazy imperial slacking off work to play triple triad. There is another one in heavensward areas too.

Yeah. He was forced to enlist and fight for the empire against his will when they conquered his homeland. So rather then do that(he really doesnt want to fight), he just sits around and offers to play cards.
