Steam Overlay has stopped showing up?

So I like to run the regular PC version of the game through steam as a non-steam game and have done so for a while since it's been easier to chat and take screenshots that way, but a few patches ago (3.1 I think) have caused the overlay to disappear completely. I've since given up trying to figure out but now I really am a bit annoyed that it still doesn't work.

Tried running Steam as an Admin and FFXIV without that to see if it would overtake the game but that has not worked. Has anyone had this issue or tried to figure out how to fix it?

I was able to do this for a good long while since around 2.1 and just seems strange that there is no way to fix it or at least none I can think of.
