Addon support & V-Sync problems

Hi, I'm wondering if I'm allowed create my own application with a possible game overlay to display useful information such as ETA till next level, item level on party members stuff like that it would work my using memory to search for preset of s
variables. I'm tired of waiting for addon support :P

Second question, I'm getting some weird stuttering when running V-sync on seems to be happening at random also some places caps my FPS to 30 FPS(Usually in cities) Turning V-sync off seems to fix it though.

But at the same time there are already applications that hook into the game, but I don't know much about them and I have no idea how many players actually use them. If you decide to do something like this I certainly would not recommend mentioning it on the official forums.
