Gear Design Contest (Tank Edition)! can't contest be all Americas and not US only?

Hello can someone explain me this? :(

RESIDENTS OF JURISDICTIONS OTHER THAN THE UNITED STATES AND CANADA MAY BE ELIGIBLE TO ENTER THE CONTEST UNDER RULES APPLICABLE TO THOSE RESIDENTS’ JURISDICTIONS, IF SQUARE ENIX OR ITS AFFILIATES HAVE POSTED SUCH RULES.

I live in Latin America and have a NA account, that means I can't join? t_t is my life dream to work as concept artist for SE, and this is a great oportunity to try out some skills and an honor to reach SE eyes, I want to join! :(:(:(

Its due to country laws and such.
