Cannot Decline Raise both in and out of Duties

Steps:
1. Participate in a fight against monsters
2. Die to monster
3. Have Party member cast Revive/Resurrection/Ascend on you
4. Click and hold 'Decline' button
5. Keep trying to click it after it fills up but nothing happens

This has happened every time I receive a raise both inside and outside of duties. It occurs using both a controller connected via USB to the laptop and if I use a mouse to click it. The bar fills up and just flashes without anything happening.

I cannot remove the raise unless I click off the buff from my status bar. This has been happening since Patch 3.3 dropped.
