Considering they said selling mog station items for in game gil wasn't allowed, I'd say it applies to this too.
It probably falls under the RMT umbrella since obtaining the items requires spending real money.

Yes. You can't sell anything outside of the game for in-game benefits or real world currency.

I'm not doing it. Not a chance. I paid for these things, I'm gonna use them. But I've seen it happening and figured it was against the rules.

Most definitely is and, as per a recent lodestone posting, they are taking issue with the transfer of codes of different types.
Yes, it's against TOS, but I don't know how they'll track things to take action if at all.
