You can't cap Blue Scrips as they can be changed into Blue Tokens infinitely.
I always make the 10 alchemist book so I can buy 2 recipes (master recipe 3 and 4)
I make alchemy books for both red and blue scrips (unless I have an abundance of adamantite and one of the BSM or ARM recipes is starred.)
I like Dhamelskin Shoes for Leatherworking and Hallowed Chestnut Wand for Alchemy.
Dhalmelskins just needs 2 Dhalmel Leathers, 1 Wyvernskin, 1 Ramie Thread & 1 Rubber.
Hallowed Chestnut Wand just needs 1 Hallowed Chestnut Lumber, 1 Hardsilver Ingot & 3 Growth Formula Epsilon.
Sometimes I craft Frozen Spirits when I find really cheap Cloud Bananas & Figs on the marketboard too.

The Birch Signum is absolute
Real cheap if you have some growth Formula zĂȘta or if they are cheap (you can have a lots of them with maps)
The Signum yield at least 110 to 132 without star
Otherwise i agree with other alchmist is most of the time the cheapest with the most decent script yield

I tend to keep a decent amount of HW supplies (excepting many food materials) on a retainer, so when I want BCS/BCT, I just look to see what offers the most and craft some of those.
I was just looking at this myself and I found the alchemist codex's to be the best bang with the most accessible materials.
Seems to vary on server. On Sargatanas, I prefer using the Hallowed Armillae/necklace for my turn-ins; but this is because hallowed lumber is generally cheap (for some reason), and I craft my own varnish.
Anything where you can gather the mats yourself is always the cheapest.
Generally hard to recommend one since it changes daily but I generally go for chimerical gear that does not use dissolvent or sometimes Birch fishing rod.
