random short FPS drops?
Since 3.3 came out, I get these random short (like 2 seconds) drops in FPS that are quite noticeable and then it picks back up. It happens quite often and I can't figure out what it could be. Before the patch I have never seen it do this before. I have checked my CPU and GPU temps as well as CPU usage and everything seems normal so I now I am really at a wall.
Has anyone else had or been having this issue?

I have the same issue.
Intel Core i7 3770k
Amd 380X

Assuming you're both on AMD GPUs (just a hunch), what drivers are you guys using? I have had that type of issue, especially with turning and moving into crowded areas with newer AMD drivers (R9 380 here). I went back to the last "stable" release (16.3.2) and no longer had any of those issues. So far every new hotfix and update since 16.3.2 has had that issue for me, so I'm staying put for a while.

You can do a few things for this, one is buy a cheap solid state drive for 50$ and put FFXIV which will cause mobs (players, enemies, NPCs) to load practically instantly thus improving consistent frame rate. (It makes a group of people load instantly)
As for in-game settings, turn off Ambient Occlusion, tone down your Shadow settings, Glare, and Reflections (If you're using Direct X11), and enable "Use Low Detail on Distant Objects (LOD)".
This will help with frame rate dips.
