Local Levve Quests......AGAIN!

I have been trying to get an answer to this question for ages yet it is completely ignored by anyone and everyone at SE. What are you planning to do about balancing Local Levee Quests??????
I have been playing this game since its release. I have been primarily been a solo player and have actually been developing 2 characters. Both these characters are level 40 Weavers. For the past 24 hours my secondary character has not seen a single level 40 Weaver quest from any of the 3 cities. During this same time period my main character has been able to obtain 6 level 40 quests from the same cities. This disparity in availability is consistant across all the crafts.1 character can get quests while the other goes wanting. We have been begging for SE to at least give us an explanation as to why as well as pleading for proper balancing of quests. We have been completely ignored by SE. The community Reps won't even acknowledge that they have even read us.
This may make me sound like a Troll or a whinner but I do not care. I will continue to complain about this until I get a response.

Each 12 hours there are new leves. If you don't get a Level 40 leve for weaver, wait 12 hours.
Today I made the same level 40 weaver leve in gridania 6 times in 1 hour.

Not entirely true. My secondary character has not been able to get a level 40 Weaver quest for the last 18 hours. Will try again in 20 minutes. Still doesn't answer the questions of why 1 can and 1 can't. I should at least be able to find 1 or 2 quest in at leaqst 1 city. At least explain to me why this is so.

First of all, who's "we"? Seems like this is just you.

Second, the reps read every post in every forum.

Third, the reps aren't ignoring you. They just don't have any new info to offer you beyond what they've posted before. Not every post deserves a personal reply from a dev.

Fourth, the leves pop randomly. Over time, both of your characters will probably end up with the same number of high level weaver leves.

Fifth, if you pick up and complete one leve, the leves being offered reset. So if you're not being offered any higher level Weaver leves, pick up a level 35 one, complete it, and then go back to the leve counter. New ones will be offered, and one of those may be higher level.

It's a bummer that there aren't more high level crafting leves. I agree with that sentiment. But I don't agree with the way in which you're demanding that the game cater to you. Relax, take a deep breath, and try to approach the issue with some perspective.

This is most definitely an issue. With leve allowances, and the way leves reset after you complete one, this is less of an issue, but still...

I can stack up 4-6 battlecraft leves for a single camp, go, and do them all in a row.

With crafting leves... I'm lucky if I get 2. And they often require me to deliver to two locations that are really far apart. Then after I deliver, I have to go back to town and start over. Crafting is slow enough as-is without needing to run so much to deliver leves.
