Friend unable to log into Balmung sever, lobby server error.

I have a friend for whom I am trying to help hopefully fix this problem they are having, or at least understand it. Like myself my friend plays on the Balmung NA sever (they are located outside NA) mainly. For hours now they have experienced lobby sever error, or the game has just shut itself completely out/dced when they managed to log into FFXIV.

Recently they made the discovery that if they log into a character on a sever other than Balmung they do not have this issue. Has anyone ever experienced anything like this, or might have an idea of how to sort it out/what might be causing it?
