I buy a Vamper's knives from the market and melt it with a materia so it became materia-enchanced but the quest doesn't not count the item as a quest item. (0/1)

You have to meld it with specific materia. It should say what kind inside the quest journal.
Don't worry, you don't have to purchase the knives again. You can go to Mutamix in central thanalan to get the materia removed.
Honestly, i wouldn't even bother with this relic. After a great amount of work, it will eventually end up being i135. This is only useful up to level 55-56. The time it would take you to get that relic upgraded would be much better spent on the main scenario quests and leveling.

You're supposed to meld the weapon with specific material indicated by the quest journal:

"According to Gerolt, the restoration process involves merging the old with the new─that is, embedding the original relic in a new host weapon. To this end, you must bring him a pair of vamper's knives melded with two grade three heavens' eye materia."
