I don't really think it's her though - we only get a brief shot of this character's feet and legs, and the outfit looks nothing like something she has worn (if anything it looks more like an overgrown sylph). But I guess we'll find out soon enough. ;)
If it isn't Edda, then it's someone new entirely, which would be somewhat disappointing... Last we saw of her, she was falling into a bottomless pit, and Palace of the Dead is both described as bottomless, and presumably near to Tam-Tara... Looked like the entrance is Isson-Har as some speculated...
The music and weeping-laugh are a dead giveaway though... If it's not Edda, its her sister or something... The outfit being new shouldn't mean anything though... She went from crappy low level robe, to Lost City-level robe last time we saw here...
Also worth noting, it appears whoever it is was floating... It pans up pretty quickly, but yeah... Pretty sure she's floating there...

Deep dungeon is available from lvl17, no ? Last time we saw Edda, it was at lvl50.
It's almost certainly Edda. An additional cameo of her has been teased in Live Letters after all since she's a popular character. The dress is different - though given that her appearance changed already it's not a stretch for her to return with something different...and the general size/voice matches her. She was giggling and crying like that in Tam-Tara (Hard) as well.
Actually the last we saw her was as a ghost stalking the WoL in the random moments in the Capitol City. My first guess is Edda. It fits very well.
