Healers can't join our duty in progress

Steps:
1. Healer was kicked after being offline for a while
2. Leader clicked the "Refill ranks" option
3. No healers were able to join when asked, they had everything appropriate clicked but it never let them into our run.
4. DPS left, and we got another DPS right away.

Duty Finder says "Finding Members" yet any healer who has tried to join (i asked in linkshells) ends up in a new run, and not an in progress. 61 minutes past and we are before the final boss.
