This could also be a question for a live letter, but what about offering players a chance to trade savage drops not for their job for pieces that are for their job. For example, a DRG that would trade a MNK belt(striking) for a DRG belt(maiming), could be done with an npc in Idyllshire. Personal experience: seen 3 striking belts with 0 maiming, and there isn't a MNK in our static :)
That's exactly what the books are for. I know that's not the answer you want, but they're there to ameliorate the effect of excessively bad rng over time.
Yeah, Manifesto pages is a way to pick your loot among the RNG that may or may not favor your raid group. Granted, it is six weeks of clears for a belt if you don't get lucky this go-around in Midas Savage (unlike four manifesto pages from A2S).
