No Midas Savage unlock quest available with A Gob in the Machine Complete.

Since completing A Gob in the Machine I've been unable to accept the Midas Savage unlock quest from the wandering minstrel, I believe the issue may have been caused from my server transfers. I did not attempt to unlock savage on the original server I completed A Gob in the Machine on. It's the only listed requirement so I'm assuming it's a bug, if I've simply not done something I apologize for taking up your time.
