It wouldn't be resource effective at all. You're asking the devs to make not just a new job, but new gear, new animations, new quest lines for the job (and new NPCs related to the job line) new skills and spells, PvP abilities, testing, a place or guild for said job, and balancing in the span of two patches. I don't see that as being feasible in the slightest and a new job every 2 patches would make them look like cheap filler, especially when there's nothing new to use them on.
