Unable to Download Patch Files [20512][25008] PS4

I replaced my PS4's HDD with a larger HDD a few days ago and was unable to do a restore from my backup so I had to do fresh install of FFXIV.

I was able to download both FFXIV and Heavensward from PSN (along with nearly 500GB of other games/patches) but when it comes to FFXIV patching via the launcher I'm randomly getting an Unable to Download Patch Files [20512][25008] error.

There doesn't seem to be any rhyme or reason behind it happening, the download will just hang for a few seconds (the # of MB downloaded will halt) and then the error will come up. This could be with 100MB or 2GB downloaded and anything in between. I've been able to download more than half of the data I need to, when I started Friday night I had just under 15GB to download, now it's just over 6.7 GB, so I have quite a few of the patches downloaded and installed, but that's with at least 75+ retries to get that done. It's been incredibly time consuming trying to get the patches to download. Is there any way to fix this? Ports to open on my router? I'm not going to format my HDD, that would just be stupid at this point and I know I've been able to install 50+ other games w/o a problem, it's just an error with the update in the FFXIV launcher. Any help would be greatly appreciated.

For reasons I'll never understand, swapping my modem worked. I was able to download patches up until the most recent one before swapping my hard drive, so I have no clue why that would have been a factor, but hey, at least it's resolved for me.
