Flying Quests - Fail
So I did all my quests and finally got the ability to fly......and now I have no reason to be in the zone. By the time you finally are able to fly, it's completely pointless. Do you really need the players to complete EVERY quest in the zone before getting flying?
The way it's implemented now, flying is nothing more than a novelty.

it helps with fates and getting around faster when u need to go back into the zone again, but yea, its pretty stupid to have it unlocked right when u leave the zone

You still have reason to go there after the 3.0 story is complete. Such as returning for the 3.x story parts, the beast tribe quests (Currently in Sea of Clouds and the Forelands.), easier to get to fates and hunts.
You have plenty of reason to get it, just not neccessarily pre-60.

I haven't stopped flying in the zones since I attained flying near the beginning of hw, constant reasons to use flying once it is obtained. They did an exceptional job of it.
I much prefer ffxiv idea of questing and obtaining flying in each zone as you level as opposed to wows ridiculous rep. grinding only achievable once you hit max level. In this regard ffxiv trumps wow by leaps and bounds.
I understand why you are thinking this way though, in the perfect world, we would have unlocked flying at the start but ffxiv did an excellent job imo at the design to unlock each zone as you go and not holding off until 100% max lv is achieved like some others.
