Is mogstation changed for subscription with Steam?

That message sounds like you've tried to change the method in which you pay.
Such as, changing from Steam Wallet to Paypal. It requires 1-3 days to process this change in method.

I don't have the Steam copy of the game myself, so I don't know for sure what's wrong with paying via Steam, I'm sorry.

You will need to wait between 24 and 72 hours to buy more game time or change how you pay between Steam and PayPal.

The system has to finish your last payment before you can start a new purchase or change how you pay.

Do they let people with the Steam version use methods outside of Valve's system?

Sorry I can't help with the actual posters' query, but the answer to this question is yes. I have one non-Steam and one Steam account, both have the same payment options, but the Steam one has the additional option of Steam Wallet.
