Is there a story to this NPC?

I was in Fallgourd Float a few nights ago doing the WHM quest that leads to the HW quests. I was looking around the inn there and saw this guy:

Dude is just staring at a picture with the pop-up speech bubble that says "Master..."

Is there any information on this guy?

As far as I know, there's no information about it. He could just be a random npc.
