I think that perhaps they should consider 3/4ths of the party. If it's majority, then it should be fine without a penalty unless they leave immediately after entering. Even with raids. 6 or more would be majority as that's 3/4ths of the party.
The original intent of the 3 strikes for cancel was to fix two issues:
- Healers and tanks fishing for in progress and cancelling constantly if they didn't get it
- Crystal Tower runs where it would take 15 minutes after the queue first popped to actually get in, due to so many people going afk while waiting
Both were horribly annoying. I'm not exaggerating about the 15 minute wait either after the first queue popped. In LoTA and ST, the average number of times I would have to hit confirm before actually getting in was more than 10.
Other measures have been taken since the penalty was added, making the penalty less necessary:
- Tomes from dungeons drop from all bosses instead of all at once at the last boss
- You can see your place in the queue when doing roulettes so you know about how long your actual wait is
But you still have 3 strikes before a lockout, and if you don't have a fully premade party you are still wasting someone else's time if you cancel after the queue pops.
It seems like these penalties still happen even while queuing yourself up for solo instances such as Hall of Novice.
