My girlfriend is looking to start fresh on a lower population server and going to be looking for a friendly and helpful fc on that server. She is wanting to move to a smaller server to try and learn the playerbase's mindset and playstyles a bit better.

I'll always highly recommend Goblin. In my experience it's small enough to get the benefits of a low population server (For example, its common for to battle A rank hunts with small parties like they were designed for and we also have housing available for much longer than most servers), but also big enough so that you can get parties together for primal and such during prime time without too much difficulty.
While I'm playing on Behemoth atm, I think that Faerie has a very nice community. :)
