Level 10 Archer's Job Quest is not working

*this is a repost because I cannot reply to the one in accepted bugs and the problem is not at all resolved, some changes have been made*

Level 10 Archer's Job Quest Not Working
Thread name: Level 10 Archer's job not showing up or activating even after completing the previous level 5 quest. All requirements met.

Time: March 31st, 2016. 1:08 PM EST

Frequency: Once (repeatedly logged in, no change)

World name: Lamia

Character name: Echloa Meirnar

Retainer name: None? I think.

NPC name: Luciane <Guildmaster>

Class/level: Archer/level 19

Party or solo: Party, 2 people. Then, Solo, no change.

Race: Miqo'te (Female)

In-game time: 1:08 PM

Area and coordinates: Archer's Guild (X:15.4,Y:11.9)

Housing: None

Steps:

1. I accepted the "A Matter of Perspective" level 5 Archer Quest.
2. Fought Opo-opos and Microchus, completing the given task. (level 9 at the time)
3. Completed and turned in the Quest to the Luciane.
4. Continued to level up, and returned to the Archer's guild at level 19. No Quest was available for me to complete the Archer's Job. Therefore, I could not enter other class or job ranks.
5. Have tripple checked NPC, Journal, and completed quests. The quest has been turned in, as I am wearing the reward now, and no npc in the archer's guild has a quest. Screenshots below provide proof

I took a look at your screenshots: did you not take the quest already? You even completed one of the objectives :p

According to those screenshots you HAVE already accepted, but not completed, a lv. 10 Archer quest - "School of Hard Nocks".

Yes looks like you have vultures to slay before you can turn in the quest.
You have completed a portion of that quest.

The guides and people all spoke of "Training with Lieh" as the next quest. This confused me. Thank you.

There are two different level 10 quests for all the starting classes. One for if that class is your first class, and one for if you started with a different class. For some reason, the archer quests is the only set of class quests where the two versions have different names.
