Has he learned return?
And has he attuned to other aetherytes?
I believe you learn both return and teleport by interacting with the aetheryte in your starting city as part of the MSQ earlier than level 5 -- possibly even within the first 5 minutes of play but I don't exactly recall.
It sounds like your friend my have rushed past all the quest markers and starting leveling up by fighting instead?
You need to interact with the big aetheryte in your home city to learn Return. This is part of the first MSQ, so it's hard to avoid. To learn Teleport, you need to interact with any other big aetheryte. You can't teleport until you have two places to teleport between (so to speak).
Edit: If your friend has unlocked Teleport through those means, there are times when the command is unavailable. This usually includes being in instances (quests or guildhests, at that level), but also while interacting with an NPC or object.
You learn Return from attuning with the first Aetheryte you encounter
You learn Teleport from attuning with a second Aetheryte
Neither has to be the one in your starting city, any aetherytes will do, but checking out the city aetheryte first is an obvious choice.
Return - attune to your 1st atheryte
Teleport - attune to your 2nd aetheryte
the mini-aetherytes in the cities don't count
It's possible to never attune to a city's main aetheryte, even though you took a airship to that city. It sounds like that was the oversight here.
To fix their problem, go to a major city and find the *BIG* aetheryte and touch/attune to it. Then they should be good. You can't teleport until you have done this to one of the *BIG* aetherytes somewhere, either in a city or out in the wild.
It also costs gill to teleport. Maybe they're broke.
And you can't teleport from your inn room too.
