From an unofficial translation I saw of live letter, changes they are making to macros in 3.3 will allow us to make up 1600 macros, though the guys translation wasn't very clear and even he said he didn't fully understand that portion. If someone has a more accurate translation, would be helpful.

Same reason it cannot be queued like a regular ability. They don't want macros to take over playing the game. Essentially making Macros a hindrance to battle than helpful.
