So i just hit 60 last night and did Aestrochemical research Facility and Singularity Reactor. The 60 Roulette shows up but locked. For requirements not met there are 4 or 5 rows of ??????? which i'm assuming are dungeons. If anyone could at least tell me the names i'm sure i can figure out which quests unlock them.

Pharos Sirius (Hard)

Thx. Just did the Sirius questline and im not seeing Pharoh Sirius hard. Anyone know why? The last quest i did was why so sirius? I think. Talked to the Lala on the docks then nothing
If I remember correctly you need to take the Ferry to the island where the Pharoh Sirius is talked to the guard there and you unlock it.
I found the prob. had to go talj to someone in LL upper decks for the next quest
