My server, Balmung, basically never allows new characters to be created. I have all my characters there, I'm not going to play on another server. I don't see why people with characters on the server can't erase one and start over if they want to. It's not like you're getting me to play on another server, I'll just play another character on Balmung and be annoyed at Squenix that I can't make the character I wanted to.
