BLM Enochian and Leylines disappear just after using them!

Steps (Description of issue): I'd be beginning or in the middle of a battle and use Enochian and Leylines. Both would go off and show that they were just used on the hotbar, but I wouldn't receive either effect and their animations/sounds wouldn't go off. I noticed this immediately because I was unable to cast Fire 4 (because no Enochian was there). This happened several times in several instanced areas.
