Reportin a Housin problem (already did n game but gm didnt help me)

First of all I want to apologize in the case that I put this in the wrong section of the forum, if that is the case I hope one of the moderators or admin can address my case in order to find a way to send this information to the proper people who can help me.

I'm pretty upset because I tried to report this in the game, and I did receive a tell from a GM but it didn't help me at all or maybe the person involved in this problem was a friend of the GM.

Bought a personal house/plot this Friday, but didn't have the time to purchase and select my cottage permit, just bought one n the moment and this weekend, Sunday to be more precise wanted to see the rest of the designs of the cottage permit to finally construct my house, but the problem I found is dealing with a person blocking my way and not letting me do this (person was In the estate grounds and the system didn't let me purchase a permit because a character was in the way.

I just thought maybe this person was afk just messing around so I decided to jump into a duty and well when I was done this person was still there, I created a report and send it, and n 5 minutes I got a response from a GM, he said he understand my situation and frustration and that he had enough information to start the investigation and he will do something or talk with this person... I tried to ask him more questions but In less than a minute the ticket was closed, the person was still there for 2 hours (and the person is still In front of my property right now In this morning), so I ended up forced to use the cottage permit I got (that I didnt like the design, really wanted to see the others), I really upset cause I tried to reply the ticket, telling that the problem wasn't solved, the person didn't get any warning or talk.

This kind of behaviour really annoys me, I dont know this person was tryin to avoid of me getting my cottage permit and steal my property provoking getting demolished but I hope u guys can do something about it here, cause I'm planning to make a phone call. I'd appreciate if someone here can help me, cause the GM just blew me off or like I said before, probably he play In the server and know this person and didnt do anything at all to help me and solve the problem.
