Unable to commence second coil savage duties with undersized party since patch 3.21

I receive the message: "One of your party members does not meet the requirements for this duty."

I did not see any mention of Second Coil (Savage) in the 3.21 patch notes.

Time: 2015-03-10 12:00 EST
Frequency: Always
World name: Famfrit
Character name: Yui Ayase
Class/Level: Bard/60
Party or solo: Solo
In-game time: 5PM
Area and coordinates: Wolves Den Pier
Steps:
1. Select Undersized Party from Duty Finder Window
2. Select Second Coil of Bahamut (Savage) Turn 1,2,3,4
3. Click Join Duty
4. Receive message "One of your party members does not meet the requirements for this duty."

Make sure all your party members have access to the duty. Maybe one of them hasn't unlocked the fight. Maybe one of them was on a class below level 50. Maybe one of them had a chocobo out.
If none of the above are the reason, then I'm sorry for wasting your time.
