Finding out what gear you need is easy on the Market Board, as long as the equipment you want is tradeable (which at your level it will be). When you use the category search buttons, it defaults to showing you what you can equip at the moment. It defaults to sort by highest level first. Not all of the gear you see will be appropriate, but it's pretty easy to sort out what you want, and you can right click to compare it with what you already have equipped. Once you have a list of what you need, you can search for it by name on a wiki to find out who sells it. Generally the remote location with the highest level leves available to you will have a vendor that sells the equipment you want.
Also, sometimes it's cheaper to get gear off the market board than an NPC.

I used to use xivdb. Their filters let you ask a listing off all gear that has control, craftsmanship or CP (remember to use "or" filter), and for gathering, all gear that has gathering, perception or GP. I also did a chart of the pre 50 ones for myself but that's in my paper notebook, I know, rather traditional at that.

The Crafting as a Service website has an equipment calculator that will show what's the best gear (optionally filtered to what's the best craftable gear) for a given class or job at a given level. (Sometimes there are a few viable options, so check each when it gives a "More options" link.)
If you're planning on making gear yourself rather than buying it, it then links each of those to a section where you can put together a list of various things you want to make and see a rundown of all materials and intermediate components needed and where to get all those materials, but even if you're not planning on crafting your gear, the first section showing what's good to get is still useful.
