FC Lower Ranks able to assign themselves to higher ranks within FC.

Steps:

Option A:

- Have Member A be in your FC that is a rank (rank 3 for this example) that is able to demote / promote users.
- Have Member B be a tester and currently be at rank 4 who can't be promoted / demoted by himself
- Have Member A promote him to rank 2 (which is higher than himself which shouldn't work)

Option B:

Member A who is at a rank that can promote / demote users within the FC.
Member A then promotes himself from rank 4 for example to rank 2 (higher up rank)

both options work and should normally be prevented but aren't and I believe this is a bug.
