Running an assortment of tools has pointed latency issues to a single hop at NA

After a long hiatus I came back to the game about a month ago and found it virtually unplayable. Where as before I was able to play with the help of a vpn such as WTfast or battleping, neither of those options became viable and forced me to switch to ps4. Well today I'd had enough, and after trying several vpns, and tracing routers to Adamantoise from all over north america, I've noticed a common thread is the final hop before my realm which seems to be dropping anywhere from 15-20% of packets. For clarity sake here's some basic information:

ISP: Optimum online and formerly verizon fios
Speed: 101 MBPS down, 32 MBPS up
Problem started: Late January, perhaps earlier
Time of day: Always
