Unable to become a mentor.

Unable to become a mentor. I meet all the requirements, have over 300 commendations, well over enough instances, and whm pld and drg at 60. However when i try to become a mentor I get the following error.

"unable to accept mentor certification at this time"

To clarify, I'm not trying to join the mentor chat, I am trying to become a mentor.

Have you completed the job quests for all of them?

Indeed I have. the NPCs dialogue acknowledges that I have met all the criteria also, and the GM I contacted earlier also checked that i met the requirements.

Someone in my FC is having this same issue.
