[EU] Novice Network localized chats J/E/D/F

Similar to Duty and Party Finder the Novice Network public chat channel is in desperate need of language localization for the EU servers. At least on the Zodiark server, tempers are starting to run rampart as the chat gets drowned in French and German.

Well are there lots of people who need French and German help?

It's still the fact that no matter the server, there are people who don't speak the same language as you/prefer to speak their native language, so why not have the novice chat sorted into languages? you're more likely to get someone who speaks your language to reply to you rather than being drowned out by foreign (To the player) talk.
