you would have to change it before you could log into the new server, under those circumstances you shouldn't be required to purchase a name change, it would automatically come up when you try to log in for the first time
if you don't want to change names, then either don't server swap or pick a different server w/o your name taken on it
Pretty sure that when you login it will ask you to change the name.
You'll be asked to change it (for free) when you next log into that character.
