Ctrl or Alt removes Target Lock

More specifically:

Target lock is removed when the macro menu drops out of view.

I've had no success trying the different settings within the Configuration menu, and the problem is experienced using either keyboard, or controller, leading me to believe it is a system issue.

Is this intentional, or perhaps a known bug? I haven't seen the issue anywhere in various forums.

Any help would be appreciated. I'd like target lock to stay until I want to remove it, regardless of what menu I use.
