The code will be linked to whatever account uses it, so if your friend uses it on their account, they're all set.

ask your friend where he has the base from (Steam, PS3/PS4, etc) and then buy it from that service as a gift for him. The worst thing you could do is buy the code for the wrong platform. Steam keys and retail keys don't mix (Steam is its own platform for this game). A console key doesn't mean you can play on PC (had this happen with a friend).
