It's not going to be released unless they do major rehauling on how it moves in-game.

It'll probably be in the cash shop eventually. But will it fly? That's the real question

This is not a mount that will be available in game. It was revealed at the end of one of the Live Letters and their statement was that it looked stupid at the current ground mount speed and would need to be significantly faster to make sense. They also said that due to this the idea was scrapped and would not ever be released.

They need to make the Goobue mount fly first, I mean heck the turtle can fly now!!
