Is it possible to carry over all of your data from a small house to say a medium house? I guess an example would be is if you are in the middle of building an airship would your progress be lost if you moved your FC house to another.
Is that even possible to do?

you can take the parts but the airship themselves are destroyed and you need to start over in your new house.
On the bright side you do not need to rebuild any of the components, but you will be reduced to one rank 1 ship and need to rebuy the passes as they are tied to the house not the fc -

No. There is no moving function for houses ingame, but it is promised.
If you want to change the plot, you have to discard your house and plot and then buy the new plot and house. In this process all things requiring a house are lost, like workshop progression, airship progression, some said it is like you would never had a house before.
You can just move what you get in your FC chest or inventories. -

That is quite a bummer. With the new housing plots being added in 3.2 I was hoping to start small and eventually move to a bigger house with my friends without sacrificing something like a level 10 Airship for example.

It was mentioned that a moving feature would be implemented in the future, so hope for the best.
