Please help find this NPC quote

"who we meet in this world may be the whim of the Gods. But, once met, it falls upon us to bring out the best in each other."

My first thought would be that it is said during the ceremony of eternal bonding...but i cannot confirm that. One person seemed very certain that it was said by an NPC in Foundation, specifically a sidequest, not MSQ. Last suggestion was that it may have been said at the end of patch 2.4 when you meet again with the NPC from the original cutscene. Since i skipped pretty much every cutscene in ARR, I have no idea where to look for this. If anyone knows who said this...please help:confused:
