If this Vivi is from Anti-tower and considering these two images are from the Hildibrand Season 2 section of the 2.3 update. The Anti-tower is most likely part of the Hildibrand Season 2 storyline. This would hint into what Hildibrand season 2 may be about.

I don't think it would be the case. People complained how they were forced to do the Hildibrand quests in order to unlock the trial roulette (both Ultros and Gilgamesh part 2 battles are in there) and I think Square said they wouldn't do something like that again for 3.0.

Actually, i think it's going to be an in-game item when buying the Vivi Plush from the Square Enix store. They recently added it as a preorder.

Don't forget these are different characters with different backgrounds. For now all we can do is call him "Vivi" due to similar look but their appearance difference is more likely due to different origins.

PS I'm surprised no one mentioned Godbert yet. He is the true God of Eorzea after all.
