Trouble registering game on PS3 (No option to create new Square Enix Account)?

So my friend just downloaded the game and he was excited then he gets to the screen asking "A Square Enix Account is required to play...Do you possess a Square Enix Account"
It should give him two options
1. "I currently posses a SE account"
2. "I currently do NOT possess a SE account"
The second option isnt there so can anyone help me? what should he do? should he create a new psn id or should he delete and reinstall the game?
