Is SE just assuming or neglecting to remind players that Law tomes will be available for exchange to Esoterics or will this not be available in 3.2?

It'll be in the patch notes. It what happens every time tomes get removed.
Usually yes but I noticed that in their post about it on the lodestone that they don't mention it but they do mention that you need to exchange soldiery for poetics as they're getting removed. I can assume that Poetics -> Esos is not a thing still so as to not mess it up (I guess) for Non-HW licensed players but if the option to trade poetics up to X tomes was in Idyllshire I don't think it would be an issue.
I doubt they will ever go with trading poetics for esoterics, as poetics is for level 50 gear versus level 60 esoterics. They mentioned the reason they are keeping poetic tomes is because the gear is a good alternative for level 50 players for gearing. By this time anyone with soildery tomes on their ledger is just wasted currency as nothing in the game right now gives those.
