Need to delete a character I can't access

I was using the Standard subscription for a long time and created two characters on the same server, but recently switched to entry. I would like the delete the second character I no longer use, but since I cant access it, it wont let me delete her! I tried logging in on my PS4 to do it from there but it wont let me and on website, but I just cant find out how.
Is there a way to delete that character without having to pay for a standard sub again?

To the best of my knowledge, no sorry, you'd have to temporarily change back to standard, or just live with it being there even if you don't use it.
