Levequest never shows up as an option.

Steps:
1. Take any battlecraft levequest complete it and hand in.
2. Check battlecraft levequest list.
3. Repeat Steps 1 + 2 over and over and over again (around 30+ times)

Problem: Certain levequests are not appearing as a choice EVER.
Level 1: No Bane, No Gain | Location: The Bannock | NPC: Muriaule
Level 5: We Didn't Start the Fire | Location: The Bannock | NPC: Muriaule
Level 10: Mite and Madness | Location: Bentbranch Meadows | NPC: Tierney
Level 10: Hog Wild | Location: Bentbranch Meadows | NPC: Tierney
Level 10: Too Close to Home | Location: Bentbranch Meadows | NPC: Tierney

I have never seen these levequests as an option for me. As I continuously do other leves to try and make these quests appear. Do these quests exist? Or am I getting my information from a bad site? There are probably more leves that don't show up. But these are the ones I have been trying to obtain as of this moment.
