I saw an announcement that Square released the Free Trial website in spanish and portuguese but do not have any plans to localize the game into spanish or portuguese.
I think the biggest difficulty we (brazilians) have is the payment of the subscription in foreign currency (US dollar).
The barrier to entry for users in South America is not only the language but the conversion of foreign currency into local currency is keeping people away from this game.
Who bought the steam license can pay in local currency (Steam Wallet), but SE did not apply the same criteria to non-steam users.
So if you are non-steam user, you pay much more than steam user (double or even more...)
Why can we (non-steam users) not pay the subscription in local currency?

You are mistaken. All subscription charges are in USD regardless of where you purchase the base game. I have it on Steam, but being from Canada, have to pay using CAD via Mog Station or time cards. They aren't going to alter this because it will lose them money. The unfortunate reality is they have no need nor reason to care our respective Countries have a poor economy right now, at least compared the US.

But non-steam user pays U$12,99 which equals to R$58,00.

I pay in Euros and everything pretty much equals the same amount as the USD price tag for things. It is slightly more expensive then the USD payment, but it isn't that much more imo.
I wish I didn't have to pay in Euros, but that's just how it is :/. You can get the Entry level Subscription OP and you will pay less. I have Entry level plus three retainers and it's the same price as a regular pay to play MMORPG :).
