What are you looking for on your new server? If it's just population, Ragnarok is quite populated but not as much as Cerberus or Phoenix. Ragnarok has a lot of people from different countries, so you will get a lot of non-english speaking FC and static, especially italian and french. Raiding is quite active, although I can't compare to other servers for this. Houses are expensive and mostly full.

Well I don't know how hardcore are the Italian FCs and statics on Ragnarok, but I can tell you they're at least quite active.
