Shard transmutation

Hello!

I know getting shards/crystals/clusters can be easy if you have the level for it, or the time. However, theres been a ton of times where people just dont have the shards for a craft.
I was part of a linkshell that just traded shards for other elements of the same and I was wondering, isn't there a way to do this in game?

Like for 5 water clusters and one lightning cluster you could make 5 lightning clusters.

Or even an upgrade system?

5 water shards = 1 crystal. 5 crystals = 1 cluster?

a 1 to 1 change would be too much, I think.
