Ties that Bind bug

Both of us have the Platinum band's equipped, both of us spoke to Claribel together. However, only I received the quest, his did not appear. When Lil Mousefoe attempted to speak to the ceremony outfitter after watching the first cutscence, he was given generic chat. The quest bubble is still over Claribel's head, but talking to her again does nothing.

*I have seen this issue come up with a few other players, but they were placed in resolved without any explanations*
